Adds the Hexagon v81 Whisper-base bundle (SM8850, QAIRT 2.47), device-validated WER 0 vs HF (27 tokens ~1.4s). 6 files under v81/: manifest, post-conv encoder + decoder, whisper_conv_stem.bin (host-side conv fix), mel filters, tokenizer. README gains a v81 section; v79 is untouched.
